Well, here is a document titled "Testimony Prepared for the U.S. House of Representatives Committee on Science" prepared by Robert C. Balling. I think that this would qualify him to be called an adviser.
On the other hand, "Evelyn Browning Garriss, a working associate of her father Dr. Iben Browning, [and] also a climatologist with an academic background in quantitative history" makes her living by editing and publishing a newsletter advising politicians and business leaders on climate issues.
However, this is not the point. If someone is a genuine scientist, and is accepted among his academic colleagues as such, but nonetheless makes public pronouncements in the spirit of Mr. Balling, he behaves like an equity analyst touting a stock to the broad audience and privately dumping the stock.
Note that the quality of the analysis demonstrated by the analyst typically is not considered by the judge when the above stock analyst is being sent to prison. The level of his hypocrisy however is.
