Balling is a genuine climatologist, though one of questionable credentials; he's also in the pay of the oil and coal industry--I don't think he's anyone's advisor, except perhaps academic advisor. Caruba is a PR man and right-wing political flak (and, perhaps, also flake). Garriss I can't quickly research--she is not an academic climatologist, however; it's hard to determine her credentials.
In other words, these people aren't experts and this isn't groupthink at work; this is simple prior agreement by not-that-well informed--but very well paid--people. If Jim Puplava got the real experts, you'd hear a lot more disagreement and you'd also hear some agreement on basics.
